About the Project
On April 24, 2026, the Military Installation Development Authority (MIDA) Board of Directors approved the creation of the Stratos Project Area in Box Elder County — advancing a significant energy and technology infrastructure project in Northern Utah and positioning the state as a contributor to America's energy capacity and national-security infrastructure. On May 4, 2026, the Box Elder County Commission approved an interlocal agreement and a resolution agreeing to the new MIDA project area.
The project is being developed through a partnership that includes O'Leary Digital Utah Development Co., LLC, in coordination with state and local stakeholders. The development team has committed to fund all public infrastructure for the project area, plus $16.2 million in up-front funding to offset initial impacts on the Box Elder County budget for essential services such as law enforcement and fire. The development team has also expressed an intention to prioritize local hiring and to partner with local universities and school districts to build AI-focused curriculum.
Development is expected to proceed in phases over multiple years, with continued planning, infrastructure coordination, and community engagement throughout the process. MIDA will establish a Design Review Committee — as it has for other MIDA project areas — composed largely of Box Elder County expert staff and a local landowner. DRC meetings will be open to the public.
Next steps include detailed project planning, State of Utah-required air, water, and other environmental studies, infrastructure development, and continued collaboration with Box Elder County and stakeholders across Utah, including community open houses with the development team.
